When the PDCA was created it decided to give ultimate power to its members – not its board of directors.
The Bylaws give the members, and ONLY the members, the power to change the Bylaws.
The term Bylaws sounds huge, but Bylaws are actually a brief set of defining concepts which allow or restrict.
Rules & Regulations are where the details of the Bylaws are defined. Think of the Bylaws as – “what”, and the Rules & Regulations as- “how.”
From time to time, Bylaws need to be reconsidered to ensure their relevancy, necessity and productivity.
